Jeff's Biography:

Jeff Monroe’s roots run deep in rural Alabama. Since 2001, Jeff and his wife Cindy Tubbs Monroe have lived in Chambers County. He spent his formative years in the Moody area, graduating from St. Clair County High School. After graduation, Jeff developed a passion for Emergency Services. First becoming an EMT, then Paramedic, then finally becoming a certified Firefighter. He furthered his education by first earning a BS in Public Safety Administration in 1995 from Athens State University, then continuing on to earn a Master’s in Public & Private Management in 1998 from Birmingham Southern College.

Jeff Monroe understands the needs of both rural and urban Alabama communities. The stories of his paternal grandparents, who spent their lives as sharecroppers in Clay County, and his maternal grandparents, who ran a small country store in Millerville, are forever etched in his memory. Economic hardship after World War II led Jeff’s parents to leave Clay County for work with the L&N Railroad—experiences that shaped his deep appreciation for hard work and opportunity.


Jeff has a servant’s heart. His entire career has been centered on serving others. Beginning as an EMT in 1980 as a “cot jockey” for Suburban Ambulance then as a certified firefighter he progressed through leadership ranks to shift commander, then eventually to Fire Chief. Through thousands of emergency calls, Jeff met people during some of the worst moments of their lives, developing a level of compassion and empathy that only a lifetime in emergency services can bring.

Over his 45 years as a Paramedic & Firefighter Jeff has had a front row seat to the lives of the people he served, witnessing first-hand the challenges that Alabamians face. His service took him across communities throughout St. Clair County (Moody, Pell City, Odenville), Birmingham, Childersburg, Vestavia, Lawrence County, and Lanett where he responded to their needs with dedication and care.

Since 2005, Jeff and Cindy have continued serving the fire service by assisting fire departments with grant writing and administration services to obtain funds to purchase greatly needed fire trucks, ambulances and vital equipment. 

After faithfully serving his community, in 2015, Jeff hung up his boots professionally. However, he didn’t stop serving. He remains an active member of the Five Points Volunteer Fire Department and has kept his Paramedic license (just in case!).

In addition to his public safety services, Jeff has served the Town of Five Points in elected office for over 20 years – as both a Councilmember and Mayor. His leadership has been instrumental in advocating for quality-of-life improvements for residents. Jeff’s experience in small town governance gives him a real-world understanding of the challenges local governments face and the importance of responsive leadership. 

Jeff’s dedication extends far beyond public safety and local government. He has supported Alabama’s Beekeeping Community by serving as Treasurer of both the Alabama Beekeepers Association and East Alabama Beekeepers Association; and as an active member of ALFA’s Bee & Honey Commodity Committee. Since 2024, Jeff has served on Chambers County ALFA’s Executive Committee. 

Since 2021, he has supported the Chambers County School District’ Inspire Academy (Career Tech) by serving on the Advisory Council. He was instrumental in launching a beekeeping program that teaches students hands on skills and entrepreneurship.

Whether working in a small rural community or a large urban center, Jeff’s life experiences has taught him that ALL people share the same hopes – To Make Their Lives Better. Their basic needs are the same: 

--To FEEL SAFE in their Community.
--To PREPARE their CHILDREN for future success.
--To have JOB OPPORTUNITIES that will enable them to SUPPORT their family.

Alabama has fiscal challenges ahead. If elected to represent the people of House District 37, Jeff Monroe is committed to supporting Public Safety, Education, and Workforce Development. Improvements in these three pillars are the foundation for enhancing the Quality of Life for all Alabamians.

Jeff has been married to Cindy Tubbs Monroe since 2001. They are the parents of Carlie Tubbs Price and Emile Monroe Milam, sons-in-law Nick Price and Brandon Milam; and the grandparents of Emma Anthony, Leigha Anthony, Cooper Price, Marli Price, and Sophie Price; Sarah, Jace, and John Milam. They attend Church of the Highlands in Opelika.
